Is it allowed to submit a translated version?

We have already created a jigsaw puzzle game on the web and made it open to the public, but it is in Japanese, not English.
Can we translate this into English and submit a customized version?
Are image asset diversions, text diversions, design diversions, etc. permitted as requirements for "New applications"?
